In 2013 Hungary is hosting the International Water Summit under the patronage of Mr János Áder, President of Hungary, with the participation of honourable guests like Mr Ban Ki-moon, Secretary General of the United Nations, Mr Plodprasop Suraswadi, Deputy Prime Minister of Thailand, Prince El Hassan bin Talal of Jordan, Chairman, United Nations Secretary General's Advisory Board on Water and Sanitation, Prince Khaled bin Sultan bin Abdul-Aziz of Saudi Arabia and Benedito Braga, President of the World Water Council. The festival will be opened by Mr Zoltán Balog, Minister of Human Resources.

The Film Festival of Life-Giving Water and CinemArt Film Festival are going to be held as accompanying cultural programmes of the Budapest Water Summit.

The task of the competing teams is very simple. In about a day, they need to make a film of up to 4 minutes based on certain criteria set by the organizers.

The jury including renowned film professionals will evaluate creativity, ideas and the use of cinematic methods at the same time.

A video film is going to be made as a summary of the event, to be screened on the Night of Awards together with the list of sponsors and contributors.

Arrangement

CinemArt Film Festival starts at 9 a.m. on Saturday, 5 October 2013. The task is simple: in over a day the teams (director, cameraman, editor, actors etc.) need to make a film of up to 4 minutes using their own resources (camera, microphones, computers, cutting and editing software, costumes etc.).

 
The competition committee will determine certain criteria (a given colour, object, venue, motto, topic etc.) that need to be included in the film. It does not matter how these appear in the film, it is sufficient if they appear for a moment only but they have to be recognizable. The “compulsory elements” will be revealed only at the beginning of the contest. Yet you should remember the slogan: “Make your own MOVIE!” THERE IS NO ENTRY FEE.

 
At the Urania Film Theatre, the contesting teams will be given the defining criteria at the moment of start, based on which they have to realise their short film of up to 4 minutes. The genre of the film is free to choose.
The film crews need to take care of all the necessary human and technical resources for the shooting and editing. The number of the crew is not limited.

The film crews can use any technique or device, they can even shoot with a mobile phone. The films have to be submitted to the organizers in DVD format at the Urania Film Theatre by 12 o’clock on Sunday, 6 October 2013. The submitted works will be evaluated by the jury. The award ceremony and the screening will be held at 4 p.m. at the Great Hall of the Urania Film Theatre.

 
Saturday:
09:00 arrival of teams, filling out the entry forms
09:30 opening
10:00 setting tasks (opening the envelopes) – SHOOTING STARTS

Sunday:
10:00-12:00 submitting the films
11:00 -15:00 jury work
16:00 award ceremony and public screening of the films

During the festival, the organizers will provide accommodation for the teams in hostels or dormitories based on the order of application. The organizers will cover the accommodation fee for two persons from each of the first 20 applicant teams. For the rest of the team members accommodation will be available at a fairly favourable price. All the contestants will be given a pass to the screenings and programmes of the Festival of Life-Giving Water on demand in advance.

Application

The contesting teams can enter CinemArt Film Festival on the spot on the day of the festival, but we can only provide the free accommodation for two persons of each team in case they submit their application via e-mail before 20 September 2013.
